Kenzie has considerable experience in public and administrative law, acquired through in-house roles in local government and the civil service, as well as in private practice.
Her public law experience includes advising government, public bodies and statutory regulators on the exercise of their functions including advice on statutory appeals, judicial reviews and regulatory enforcement action.
Latterly, she has developed expertise in energy regulation. She spent over five years as in-house advisor at Ofgem, in its Price Control and Enforcement legal teams.
- Advising on the legal aspects of Ofgem’s sectoral enforcement powers and investigations.
- Leading the legal advice required to progress the Authority’s first concurrent sectoral and REMIT investigation into Market Manipulation.
- Advising on the implementation and operation of the Financial Ringfencing Regime, introduced as part of Ofgem’s Financial Resilience Programme.
- Leading the legal advice on delivery of the final determinations and the informal and statutory consultations on the licence modifications required to implement the RIIO-ED2 price control, and Ofgem’s response to electricity licensees’ appeal to the CMA on aspects of the price control.
- Delivering legal advice across the operational elements of the RIIO-2 price control including advice required to deliver high profile projects including large onshore transmission infrastructure (LOTI) projects and cyber security projects.
